POINTR P3000Average Speed Enforcement System

Contributing to the Reduction of Speed-Related Traffic Accidents

POINTR P3000 and POINTR Moonlight are Average Speed Enforcement System solutions that calculate the average speed of vehicles between two defined points on a road and detect vehicles exceeding the speed limit.

The same vehicle’s license plate is read at the corridor entry and exit; travel time between the two points is evaluated together with the known corridor distance to calculate average speed, and a violation record is created if the limit is exceeded.

Average Speed Enforcement System

The Average Speed Enforcement System is an electronic enforcement system that calculates vehicle average speeds by measuring travel time between the entry and exit points of a defined road corridor.

Unlike spot-speed enforcement, POINTR P3000 considers not only the vehicle’s speed at a single point, but its average speed across the entire monitored route. This supports compliance with speed limits throughout the corridor and contributes to reducing accidents caused by excessive speed.

How It Works

Average speed enforcement from entry to exit

CORRIDOR ENTRY — T₁ENTRY UNITPLATE + TIME14:00:00
01 The vehicle is read at the corridor entry
The POINTR P3000 / Moonlight unit at the entry point reads the vehicle’s license plate and records the entry date, time, direction, and image.
CORRIDOR EXIT — T₂EXIT UNITSAME PLATE — MATCH14:06:00
02 The vehicle is read again at the corridor exit
As the vehicle passes the corridor exit point, its license plate is read again; entry and exit records are matched centrally using the license plate.

03 Average speed is calculated
Travel time between the two passages is calculated; average speed is determined using the corridor distance and compared with the defined speed limit.

04 A violation is generated and transferred to PLATÜRK EDS
If the speed limit is exceeded, a violation record is created; images and violation information are transferred to the PLATÜRK EDS Central Software and incorporated into the penalty notice.

System Components

01
Corridor Entry Unit
The license plate recognition unit at the starting point reads the plate, records the entry date/time and image, and sends direction and camera information to the center.
02
Corridor Exit Unit
The license plate recognition unit at the endpoint reads the plate again, records the exit date/time, and transfers passage information to the central software.
03
Central Speed Calculation Software
Matches entry-exit records by license plate, calculates travel time and average speed, compares the result with the limit, and transfers it to PLATÜRK EDS.
04
Protected Enclosure
Field units are housed in IP66-, IK10-, and NEMA 4X-rated enclosures resistant to dust, water, impact, and corrosion.

What does POINTR P3000 do?

Average speed enforcement across the corridor rather than at a single point.

Corridor-Based Average Speed Calculates the average speed of vehicles between two points and supports speed-limit compliance across the entire route.
Radar-Free, Calibration-Free Enforcement Speed is calculated from travel time and distance, eliminating the calibration requirement associated with radar-based systems.
Entry-Exit License Plate Matching Entry and exit records belonging to the same vehicle are matched using the license plate.
Single- and Multi-Lane Roads Vehicles traveling in succession, side by side, or changing lanes are detected by high-resolution cameras and matched using their license plates.
Nighttime and Low-Light Operation IR LED night vision provides license plate images 24/7.
Local Recording During Network Outages When the connection is interrupted, passage records are retained in local memory and sent via FTP once the connection is restored.
Fault and Unauthorized Access Alarm Faults, camera problems, enclosure opening, or unauthorized intervention are reported to the center with an audible alert.
Remote Intervention Authorized users can remotely control system status, records, and settings.

Can be used on single- and multi-lane roads
Matches vehicle records using license plates
Can operate day and night
Protects records during network outages
Contributes to reducing traffic accidents caused by excessive speed

Frequently Asked Questions

What does POINTR P3000 do? +

It matches vehicle license plates at the entry and exit points of a defined road corridor, calculates average speed, and detects vehicles exceeding the speed limit.

How is corridor speed calculated? +

The vehicle’s travel time between entry and exit points is calculated. Average speed is determined by dividing the known corridor distance by this time.

Does POINTR P3000 use radar? +

No. The system calculates speed using entry and exit times together with the corridor distance.

Does the system require calibration? +

Because radar is not used, the calibration requirement associated with radar-based speed measurement systems does not apply.

What is the difference between average speed and spot speed? +

Spot speed measures a vehicle’s speed at a specific point. Average speed calculates the mean speed over the entire journey between two points.

Can the system operate on multi-lane roads? +

Yes. High-resolution cameras can detect vehicles traveling in succession or side by side on single- or multi-lane roads.

Can a vehicle be matched if it changes lanes within the corridor? +

Yes. Because entry and exit records are matched using the license plate, lane-changing vehicles can also be tracked.

Are records lost if the network connection is interrupted? +

No. Records are retained in device memory and sent to the central server when the connection is restored.

Does POINTR P3000 operate at night? +

Yes. IR LED night vision and high-resolution cameras allow the system to operate under nighttime conditions.

Are system faults reported to the center? +

Yes. In the event of a fault or unauthorized intervention, the system can send an audible alert to the center.

Is the penalty notice prepared automatically? +

Yes. Violation information can be transferred to a penalty notice through the PLATÜRK EDS Central Software.
